Ministers are appointed by Royal Decree. This is actually preceded by a cabinet formation. During a cabinet formation, a coalition of parties in the House of Representatives is formed that are willing to cooperate in a cabinet. Once there is agreement on this and a coalition agreement has been concluded, a formateur, usually the future Prime Minister, begins searching for ministers. However, the parties currently in the coalition almost always nominate candidate ministers.

The ministers are then appointed by Royal Decree, which is co-signed by the Prime Minister. This follows from Article 47. The Royal Decree appointing the Prime Minister is co-signed by the Prime Minister himself.

Ministers are also dismissed by Royal Decree.
