Germany's Constitutional Court starts on Tuesday to examine whether ECB overstepped its remit when it agreed to buy government debt in 2012 to defend the euro. The plan, known as Outright Monetary Transactions, was never implemented, but the German judges' decision could affect the ECB's ability to act in future.
