Confusion as Catalan leader promises 'citizens consultation'

Catalan leader Mas on Tuesday said a referendum on independence from Spain will not go ahead as planned on 9 November, but that another vote, a "consultation of citizens", will take place that same day. Mas claims the consultation is within the boundaries of the Spanish constitution.
