EU Council Budget Committee holds last 2011 meeting on 16th December.

During its Presidency, Poland chaired 24 meetings of the Committee between July and December. Also, between March and June, Poland co-chaired (together with the Hungarian Presidency) 18 Committee sessions, largely devoted to the EU draft budget for 2012.

The adoption of the EU budget for 2012 was among the Committee's pivotal tasks, work for which was divided into three stages:

  • Adoption of the Council's position on the EU draft budget as presented by the European Commission. This work lasted from March until early July (agreement was reached during a Committee meeting on 1st July) and was sealed on 25th July with the adoption of the EU Council's position on the draft budget, by written procedure. This work was preceded by the Council's elaboration of guidelines for the EU budget (January-July), which was achieved under the leadership of the Hungarian Presidency, acting in close collaboration with the future Polish Presidency.
  • Adoption of the European Parliament's position on the EU draft budget on 26th October. During that period Polish Deputy Finance Minister Jacek Dominik twice attended plenary sessions of the European Parliament: he presented the Council's position (on 14th September) and assessed the European Parliament's position (on 26th October).
  • Conciliation procedure between the EU Council and the European Parliament, culminating in reaching an agreement on the night of 18th November. The formal adoption of the EU budget took place at a meeting of the Economic and Financial Affairs Council on 30th November and a plenary session of the European Parliament on 1st December.

The Budget Committee also tackled other important topics, including:

  • Allocation of EUR 1.3 billion in additional funds to cover EU budget commitments in 2012-2013 to the ITER (International Experimental Thermonuclear Reactor) project. The negotiations with the European Parliament were successfully wrapped up in December.
  • Management of the 2011 EU budget (on-going analysis of transfers, budget corrections and other documents prepared by the European Commission).
  • Updating of the Financial Regulation (negotiations with the European Parliament).

In line with established tradition, one of the sessions of the Budget Committee was held in Poland. The Committee held an informal meeting in Sopot on 7th-9th September, attended by Budgetary Counsellors of Member States and experts of the General Secretariat of the EU Council and European Commission. The meeting combined debate on substantive issues with a demonstration of the practical effects of the utilisation of EU funds and a presentation of the tourist attractions of the region.
