On 30th November 2011, the Council for Economic and Financial Affairs will convene in Brussels under the chairmanship of Finance Minister Jacek Rostowski.

At the meeting, the European Commission (EC) will present its Annual Growth Survey, officially published on 23rd November this year. In it the EC outlined the EU’s policy priorities in the economic and budget realm as well as reforms meant to stimulate economic growth and employment. The presentation of the report will kick off work under what is referred to as the Second European Semester involving community guidelines influencing 2013 national budgets. In addition, the EC will present proposals of a second package pertaining to economic governance. It will encompass regulations that will increase the oversight of euro-area Member States experiencing serious financial disturbances or requesting financial assistance. It will also include regulations affecting euro-area Member States undergoing excessive-deficit procedures as well as a Green Paper on eurobonds.

In addition, the Council will approve the 2012 EU budget, jointly agreed with the European Parliament on 18th November and accept the Council directive on the common system of taxation applicable in the case of parent companies and subsidiaries of different Member States.

The Council is also due to discuss the possibility of bolstering the procedure of evaluating new EU initiatives affecting enterprise competitiveness and public finances and will acquaint itself with the Court of Auditors’ report on the execution of the EU’s 2010 budget.

On the sidelines of the ECOFIN i Council session, on 29th November a dialogue with the European Parliament will be held on managing the crisis and on further efforts to bolster economic governance in the EU. Taking part will be representatives of successive EU Council Presidencies (Denmark and Cyprus) as well as the European Commission.
