    Overview

On 3 December 2007, the European Commission approved the “Technical Assistance” Operational Programme for all Spanish regions for the period 2007-13. The Operational Programme falls within the framework laid out for the Convergence and Regional Competitiveness and Employment Objectives and has a total budget of around €88.2 million. Community investment through the European Regional Development Fund (ERDF) amounts to some €63.9 million, which represents approximately 0.2 % of the total EU investment earmarked for Spain under the Cohesion Policy for 2007-13.

    Aim and purpose of the programme

The activities of technical assistance refer directly to the actions stipulated in the Spanish National Strategic Reference Framework (NSRF) in terms of the different forms of intervention. Even though each Operational Programme has its own technical assistance to attend to their specific actions, the present Programme provides complementary technical assistance for the Spanish Operational Programmes.

The main objective of this Operational Programme is to guarantee the necessary conditions for the launching of the NSRF and the Spanish Operational Programmes, as well as to reinforce co-ordination, follow-up, management and control activities.

From an operational standpoint the “Technical Assistance” Programme acts in support of the Managing Authority, the Certification Authority and the Audit Authority – in accordance with the NSRF and the Operational Programmes. Technical Assistance activities to be co-financed consist of:

preparation;

implementation;

monitoring and inspection;

evaluation and studies; and

information and communication.

    Expected impact of investments

The expected impacts of the Programme include: suitably trained fund management staff as a result of monitoring, technical and training support (including language training); increased public awareness about the Operational Programmes through dissemination of the NSRF; and enhanced information sharing due to efficient technological systems for handling and processing data.

The following indicates the total number of activities planned for this Programme: 240 information and communication campaigns, 240 evaluations and studies, and 1050 monitoring and management activities.

    Priorities

Priority 1: Technical Assistance and Reinforcing Institutional Capacity (Convergence Objective) [approximately 74.9% of total funding]

The key focus under this priority (similarly for priority 2) is to provide support in terms of preparing, carrying out, following up and monitoring Operational Programme activities. Other tasks include evaluations, studies and information and communication activities.

Priority 2: Technical Assistance (Regional Competitiveness and Employment Objective) [approximately 25.1% of total funding]

The support provided under this priority covers the Regional Competitiveness and Employment Objective and includes support similar to that provided under priority axis 1.
