Parental responsibility for and guardianship of a King who is a minor, and the supervision thereof, shall be regulated by Act of Parliament. The two Houses of the States General shall meet in joint session to consider and decide upon the matter.

The law regulates who is the guardian of the minor King. That law states not only who holds parental authority or guardianship over the minor King, but also who supervises it. The First and Second Chambers meet and decide on that bill together in a Joint Session.
