A new achievement of the Slovenian Presidency: EU Council adopts conclusions on resilience and crisis response
The General Affairs Council of the European Union today adopted conclusions on enhancing preparedness, responsive capability and resilience to future crises.
“ We launched our efforts to strengthen the EU’s crisis preparedness on the day that Slovenia assumed the Presidency of the Council of the European Union. The conclusions adopted by the member states today are an important step forward in pursuing our path towards the common establishment of a more resilient Europe," emphasised State Secretary Dovžan, President of the General Affairs Council. The resilience of the Union to future crises is one of the main priorities of the Slovenian Presidency of the Council of the EU.
The ministers for European affairs had already indicated their backing for the efforts of the Slovenian Presidency towards a more comprehensive approach to crisis response at their informal meeting on 23 July 2021. “The COVID-19 crisis has shown the benefits of working together. It is therefore of the utmost importance to draw conclusions from the lessons learned to deal with future crises. We owe European citizens a quick, effective and coherent response to current and future crises," said State Secretary Dovžan at the meeting. The conclusions set out a series of measures designed to improve preparedness, responsive capability and resilience, with experience from both the COVID-19 pandemic and the migration crises in 2015 and 2016 serving as an important reminder.
In the future, the EU must be ready to face crises of a different nature, which will demand improved cross-sectoral and cross-border crisis management. Alongside this, enhanced strategic and crisis communication and fighting disinformation are crucial to support the response to crises and build public confidence. The latter have proved to be extremely problematic during the pandemic.
The COVID-19 pandemic has highlighted the need for the member states, including major European supply chains and economic sectors such as pharmaceuticals, medical devices and semiconductors, to work together to strengthen the resilience of the Single Market. Given the indispensable role of the Single Market for the EU, the Council emphasises that crisis-related measures should be temporary, proportionate and fully coordinated, with the objective of resuming as soon as possible the normal functioning of the Single Market, including the free movement of persons, goods, services and capital as foreseen in the EU Treaties.
