Review of type-approval rules for two, three or four wheel vehicles: agreement reached with the European Parliament

The EU is adapting its rules on the type-approval for a wide range of light motor vehicles with two, three or four wheels to take account of the latest scientific data. EU ambassadors today confirmed an agreement reached with the European Parliament.

The new rules provide that tests on type approval should take place after a higher number of kilometres travelled than was previously the case in order to ensure more reliable results for emissions control systems.

They also extend the exemption from the obligation to install on-board diagnostic systems to additional categories of light vehicles. On-board diagnostic systems are used for monitoring and reporting on the failures and degradation of emission control systems.

The date of application of the next set of emission limits for certain light motor vehicles is pushed back to 2024 in order to allow more time for manufacturers to adapt.

The proposed regulation also extends the power granted to the Commission to adopt delegated acts by an additional five years.

The regulation shall apply from the 20th day following its publication in the Official Journal.
