Report: Germany mulls benefit cuts for EU citizens

German labour minister Andrea Nahles is considering cutting social benefits for some EU citizens, according to German media. People who do not work could be excluded from benefits. They would receive a four-month allowance for basic needs and a loan to go back in their country to claim benefits there.
