Tusk: EU-Turkey plan needs to be rebalanced

The EU-Turkey plan on migration "still needs to be rebalanced so as to be accepted by all 28 member states and the EU institutions," European Council president Donald Tusk i said on Tuesday in Cyprus. He said the legality of returning migrants to Turkey was a "key question".
