Tusk: EU-Turkey plan needs to be rebalanced

The EU-Turkey plan on migration "still needs to be rebalanced so as to be accepted by all 28 member states and the EU institutions," European Council president Donald Tusk said on Tuesday in Cyprus. He said the legality of returning migrants to Turkey was a "key question".
