Speaking at today’s OSCE Ministerial Council in Belgrade, High Representative Federica Mogherini i highlighted the importance of cooperation to strengthen security in Europe:

"Cooperation is the key to our security. Cooperation inside the European Union, of course, and cooperation inside our continent. But as threats become global and borderless, cooperation on a global scale is also crucial. Security in Europe calls for a more cooperative and effective global order."

Mogherini described international terrorism and refugee flows as major issues on which Europe has to focus its effort and unity. She praised the OSCE's effort to strengthen the capacities of its member States in counter-terrorism, the prevention of radicalisation and the fostering of cooperation between Europe and its partners.

At the same time, she underlined the need to deal with issues such as the illegal annexation of Crimea and the destabilisation in eastern Ukraine where the OSCE "has a unique leading role both on the political track, in the Trilateral Contact Group and its sub-groups, and on the ground, undertaking crucial monitoring and verification".

In the margins of the 22nd OSCE Ministerial Council, Federica Mogherini held a bilateral meeting with Russian Foreign Minister Sergey Lavrov. They exchanged views on the Syrian crisis, the importance of preserving the process started in Vienna and the necessity to achieve results soon, and discussed the urgency of international and regional cooperation also on the Libyan crisis, with a particular view to reach an internal agreement on a Government of National Accord.

They also discussed the threat posed by Da'esh, the need to restart the Middle East Peace Process and the need to implement the Minsk Agreements to restore the peace in eastern Ukraine.
