Hungary's Orban says migrant quotas spread terrorism

European Union migrant quotas would spread terrorism across Europe, Hungarian PM Viktor Orban i told lawmakers Monday in response to the Paris attacks, as Hungary's parliament prepared a legal challenge to the quota plan. "Mandatory resettlement quotas are dangerous," Orban said, "because they would spread terrorism across Europe."
