Russia investigates legality of Baltic states' independence

Russia's prosecutor general is investigating whether it was legal, in constitutional terms, for the USSR's State Council to recognise the independence of Estonia, Latvia, and Lithuania in 1991, Interfax reports. The prosecutor recently said the USSR's transfer of Crimea to Ukraine, 1954, was illegal.
