EU countries agree 2019 start on emissions trading fix

EU countries are willing to accept an earlier starting date for the market intervention mechanism meant to rescue the fledgling emissions trading scheme. National government representatives reached a compromise for a 1-1-2019 start date, two years earlier than initially proposed, a source close to the negotiations told EUobserver.
