EU proposes removing penalties for using tar sands

The European Commission proposed scrapping a mandatory requirement to label tar sands oil Tuesday. The proposal is part of plans to implement the bloc's 2009 Fuel Quality Directive which aims to reduce emissions from transport fuels. NGOs say that tar sand create emissions 3-5 times higher than conventional fossil fuels.
