EU welcomes self-rule for pro-Russia rebels in Ukraine

The EU has welcomed Ukraine's decision to give self-rule and amnesty to pro-Russia rebels despite criticism it will create a frozen conflict. The EU foreign service said the laws mean Russia must now reciprocate by disarming the separatists and pulling its force out of Ukraine in line with peace accords.
