EU issues Russia sanctions ultimatum

EU countries Friday indicated they will impose further "targeted measures" on Russia unless it meets a series of conditions by Monday. Conditions include: contributing to "substantial" peace talks; agreeing to international oversight of the conflict; returning three border checkpoints to Ukraine; and the release of all hostages by pro-Russia rebels.
