EU summit to consider new Russia sanctions

EU foreign ministers said in Luxembourg on Monday that if Russia does not support Ukraine's new peace plan, then EU leaders on Thursday are likely to impose new sanctions against Moscow. The UK's Hague said Russia's response to the plan will be "instrumental" to the EU decision.
