EU sanctions to target Russians guilty of Ukraine situation

EU sanctions on Russian officials are to target "natural persons responsible for actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine and of natural persons associated with them" according to a leaked draft text obtained by Reuters. Foreign ministers are likely to trigger them on Monday.
