Germany offers medical treatment to tortured Ukrainian activist

German FM Steinmeier says he reached agreement in Munch with Ukrainian FM Kozhara for tortured opposition activist Bulatov to receive medical treatment in Germany. Kozhara earlier caused outrage by telling Al-Jazeera that Bulatov's injuries were "a scratch." The activist is due to go under house arrest when he leaves hospital.
