On October 23 at the informal inter-institutional meeting in Strasbourg negotiators of the Lithuanian Presidency, the European Parliament and the Commission reached a political compromise on the transitional measures for the Common Agricultural Policy (CAP) in 2014. The transitional regulation will secure the legal regulation and funding until the legislation of the reformed CAP becomes fully effective.

The immediate adoption of the transitional regulation was the key priority after the political agreement on CAP reform had been reached at the end of September.

“A very significant work has been done. We have managed to reach the stated goal and to avoid possible legal and financial vacuum that could harm both our farmers and administrative authorities,” Minister of Agriculture Prof. Vigilijus Jukna noted.

The reached political compromise will be immediately tabled for approval at the EU Council’s Special Agricultural Committee on October 28, and it is expected to be formally adopted at the Agricultural and Fisheries Council in December. The voting of the European Parliament at theCommittee on Agriculture and Rural Development will take place on November 4, and at plenary session in November or December. The transitional rules will be applied as of 1 January 2014.
