The Committee of Permanent Representatives (COREPER I) authorized the Lithuanian Presidency to start discussions with the European Parliament and the Commission with a view to reaching an agreement in first reading regarding the Proposal for a Regulation of the European Parliament and of the Council on establishing a Union programme to support specific activities in the field of financial reporting and auditing for the period of 2014-2020.
COREPER I confirmed the negotiating mandate for the position to be taken by the Presidency at the forthcoming trilogue scheduled to take place on 15 October.
The purpose of the Regulation is to support transparent and independent development of international financial reporting and auditing standards by enabling direct contributions to the funding of the European Financial Reporting Advisory Group (EFRAG), the International Financial Reporting Standards Foundation (IFRS Foundation) and the Public Interest Oversight Board (PIOB) from the Union budget. The Council compromise text envisages the shorter period of 3 years to support EFRAG in order to take into account future measures to be taken by the Commission following the report, by Special Advisor Philippe Maystadt, on enhancing European contribution in advocating global, high quality accounting standards, including the governance of EFRAG
Decision No 716/2009/EC, ensuring the financing of the beneficiaries of the Programme, will end in 2013.
The Decision Proposal was presented by the Commission in December 2012. The ECON committee of the European Parliament voted in September 2013.
