Officials from the European Commission, European Central Bank and International Monetary Fund have criticised Cyprus for announcing tax exemptions for wealthy people bringing their money back to the island before "consulting first" its creditors, Der Spiegel reports. The report is crucial for Nicosia to receive its next bailout tranche.
