Brussels - Germany has blocked a decision by EU ambassadors to have stricter CO2 car emission rules in the EU because "with all the efforts to protect the environment, we must also be careful not to weaken the industrial base," Chancellor Merkel i said Friday. Germany is the largest car producer in Europe.
