Austrian FM Michael Spindelegger i said in Luxembourg Monday that the EU should not restart Turkey accession talks until there is a "signal from Ankara that they are really going to give people in Turkey their rights." Germany and the Netherlands last week blocked the resumption of talks, due this week.
