TTE (Energy) Council, 7 June 2013

The 3243 rd meeting of the Council of the European Union (transport, telecommunications and energy) will be held on 7 June 2013 in Luxembourg. The meeting will start with the presentation of the progress report on the proposed Directive relating to the quality of petrol and diesel fuels and on the promotion of the use of energy from renewable sources. Subsequently, the Council will adopt Council Conclusions on “Making the Internal Energy Market work', in light of the European Council of 22 May which focused on Energy. This will be followed by a policy debate on the Commission’s Communication on “Energy Technologies and Innovation”. Afterwards the Presidency and the Commission will provide information on issues relating to International Relations in the field of energy. Finally, under AOB, the Lithuanian delegation will provide information on its work programme as incoming Presidency.

Proposal for a Directive of the European Parliament and of the Council amending Directive 98/70/EC relating to the quality of petrol and diesel fuels and amending Directive 2009/28/EC on the promotion of the use of energy from renewable sources

Following last February's orientation debate, the progress report established by the Presidency outlines the main issues discussed and how they have or could be addressed with a view to facilitating the development of a Council position.

Communication from the Commission on "Making the Internal Energy Market work": Adoption of Council conclusions in the light of the European Council of 22nd May 2013

Following the Commission's Communication, Council will adopt Council conclusions which take into account the guidance provided by the 22 nd of May European Council.

Commission will welcome the emphasis given to the fact that a functioning Internal Energy Market is the cornerstone of European energy policy and underline that the fragile progress made so far need to be preserved if we want to complete the Internal Energy Market by 2014.

Communication from the Commission on "Energy Technologies and Innovation": Policy debate

The Commission published a Communication setting out a strategy in order to make the EU's technology and innovation sector fit for coping with the challenges up to 2020 and beyond.

The policy debate will contribute to the on-going reflection on priorities for R&D in energy as well as on the means to support the implementation of these priorities.

The Commission will point out that investments in energy should be prioritised and strengthened where possible to promote growth and competitiveness while ensuring the efficiency of public expenditure.

International relations in the field of energy: Information from the Commission and the Presidency

Both the Presidency and the Commission will provide information on issues relating to International Relations in the field of energy.

Under AOB, the Lithuanian delegation will inform about its work programme as incoming Presidency.
