Austria, Germany, Italy, Malta, Poland and Slovakia welcome the Seventh Research Framework Programme as an important instrument to strengthen the scientific and technological basis of the Community and to further promote the development of its competitiveness in important areas. However they cannot agree that activities that include the consumption of human embryos be eligible for funding under the VII Research Framework Programme. The above-mentioned delegations invite therefore the Commission to abandon plans regarding the eligibility for funding of research activities which include the consumption of human embryos. They are also of the opinion that the approach envisaged by the VI Research Framework Programme and the Specific Programmes does not take sufficiently into account the therapeutic potential of human adult stem cells and ask for a consequent commitment at community level to reinforce the research on human adult stem cells. In this context, the above-mentioned delegations are of the opinion that decisions on whether to support research which includes the consumption of human embryos should be left to individual Member States. Europe should fully abide by the principle of subsidiarity and abstain from financing project activities on matters of fundamental ethical principles which differ among Member States. 15031/05 THB/DGE/ep 16 DG C II EN The above-mentioned delegations reserve the right to return to the content of Article 6 and to the subject of ethical issues in order to give detailed guidelines regarding bioethical principles, taking due account of the opinion of the European Parliament and of the work in the meantime underway on the specific programmes
