Luxembourg is of the opinion that the Presidency compromise text for a partial general approach does not take sufficiently into account the therapeutic potential of human adult stem cells and asks for a consequent commitment at community level in order to reinforce the research on adult stem cells with the objective to avoid funding for research activities on human embryos and human embryonic stem cells under the Seventh Research Framework Programme. Luxembourg cannot furthermore share the approach of the Commission proposal which foresees that decisions concerning the financing of such research activities are taken at the Committee level, even within the context of well-defined ethical principles. Luxembourg thinks that the political relevance of the subject deserves that the Council and the European Parliament are fully involved in these ethical issues in the context of the co-decision procedure. 15031/05 THB/DGE/ep 15 DG C II EN In this context, Europe should fully abide with the principle of subsidiarity and abstain from financing research activities on matters of fundamental ethical principles and moral beliefs, which differ among Member States. Today's general orientation is indicative. Luxembourg reserves the right to return to the subject of ethical issues at the moment of formal decision of the specific programmes of the Seventh Research Framework Programme, taking due account of the opinion of the European Parliament and of the work in the meantime underway
