The Council reached a partial general approach contained in 15062/05 RECH 231 ATO 116 COMPET 273 CODEC 1108 on Articles 1-3 and 5-7, as well as on annexes I and III of the 7th EC Framework Programme (FP7) for research and technological development (2007-2013), which it may re-open in the light of the European Parliament's Opinion or the emergence of a new fact, which could include the impact of the financial framework to be decided in the light of the overall agreement on the Financial Perspectives.
