The public debate on the 2030 Energy and Climate framework kicked off on Wednesday, 27th March, with the European Commission’s Green Paper. Richard Cowart believes a policy that does not drive aggressively towards removing the wasted use of energy will fail because it will be too expensive, too slow and too dirty.
