EU ministers Monday said the Union might sign an association pact with Ukraine "possibly by the time of the ... Eastern Partnership summit" in Vilnius in November if it stops "selective justice" and makes reforms. Ukraine's jailing of opposition leaders, such as Yulia Tymoshenko, has complicated EU ties.
