Dutch PM Mark Rutte i delayed the end of the EU summit by another few hours on Friday as he haggled over €45 million in his country's rebate. Earlier that day, Austria, the Czech Republic, Romania and Bulgaria were also rebelling. "Everybody wants a rebate now," an EU official said.
