The EU 2013 Budget, as well as the Multiannual Financial Framework and several other crucial issues concerning the EU will be discussed during the European Parliament’s (EP) two Plenary Sessions of October 22 and 23 and 25 and 26 in Strasbourg. Cyprus’ Deputy Minister for EU Affairs, Ambassador Andreas D. Mavroyiannis will intervene on some of the key issues, on behalf of the Cyprus Presidency of the Council of the EU.

Deputy Minister Mavroyiannis is expected to make interventions on four key issues: the European Year of Citizens (2013), the Multiannual Financial Framework - Own resources, the EU 2013 Budget and the Erasmus Programme.

First EP Plenary session: October 22-23

During the first EP Plenary, between 22-23 October, the Cypriot Deputy Minister will participate in the debate on the designation of the year 2013 as the European Year of Citizens. The general objective of the European Year of Citizens in 2013 is to enhance awareness and knowledge of the rights, but also of the responsibilities attached to Union citizenship.

During the same Plenary session, Ambassador Mavroyiannis will make an intervention regarding the budget of the EU for the financial year 2013. This issue will be discussed at the Plenary on Monday and will be placed for a vote on Tuesday. Given the existing divergence of views between the Council and the European Parliament, the Conciliation Committee is expected to be convened with the task of reaching agreement on a joint text within a period of 21 days.

In addition, on Tuesday, Ambassador Mavroyiannis will also present the position of the Council on the new Multiannual Financial Framework (MFF) for 2014-2020. The EP is set to vote on an interim report, which includes its position and priorities on the MFF. The Cypriot Deputy Minister will make an intervention on this issue, underlying the importance of concluding the negotiations on the future MFF at the special November European Council, which is one of the top priorities of the Cyprus Presidency.

Second EP Plenary: October 25-26

During the second Plenary session of this week, the Cypriot Deputy Minister will intervene and make a statement in the debate concerning the ‘Erasmus for All’ programme. The programme constitutes a European Commission proposal for an integrated programme in the areas of education, training, youth and sport and its negotiations are linked to those of the MFF.
