The EU is home to 20.5 million non-EU citizens, or 4.5% of its population, according to new European Commission statistics. Tax havens Luxembourg and Cyprus have the largest proportion of non-national residents, while Poland, Bulgaria, Lithuania and Slovakia have the lowest. The largest numbers overall are in Germany and Spain.
