The EU commission Monday clarified confusion surrounding plans to make the eurozone bailout fund directly recapitalise banks by assuring that "once a single supervisory mechanism is in place there will be no need for a sovereign guarantee." Conflicting reports were unclear if states had to assume liability for failed banks.
