Greece's finance ministry says it is unable to collect some €12.6 billion of tax fines due to lack of staff and the absence of electronic applications. The state is still waiting to receive €4.8 billion in fines from Acropolis stockbrokerage for its involvement in a structured bonds scandal in 2009.
