Cypriot negotiators are close to securing a €5bn loan from Moscow to come with fewer conditions than an EU bail-out, The New York Times reports. The incoming EU presidency country has an estimated 50,000 Russian-speakers in the country and runs a 10 percent corporate tax, the lowest in the EU.
