The wisdom of EU commission president Barroso's plea for creating quickly a banking union to save the euro was Tuesday put in question by German Bundesbank vice-president Sabine Lautenschlaeger, saying it could only work in tandem with fiscal union: “Whoever accepts liability also has to have a right to control."
