The report: "European Survey on Language Competences"(ESLC) will constitute the first major assessment of language skills in Europe and will provide participating countries with comparable data on foreign language competence.

The assessment results involving nearly 54,000 tested students across 14 countries/16 educational systems (the 3 language communities of Belgium, Bulgaria, Croatia, England, Estonia, France, Greece, Malta, Netherlands, Poland, Portugal, Slovenia, Spain and Sweden) provide comparable data on the level of foreign language competences of pupils aged 14 to 15 years old.

The language tests measured three skills (reading, listening and writing) in two out of the five most widely taught official languages of the EU: English, French, German, Italian and Spanish, in each participating country.
