Bemiddelingsprocedure tussen Raad en Europees Parlement over EU-begroting 2012 (en)
Initiated on 26th October at the European Parliament was the procedure for the development of a common position of the Council and the Parliament concerning the EU budget for 2012.
After the debate and voting on the position of the Parliament on the EU draft budget for 2012 during the plenary session of the European Parliament, the President of the Parliament together with the President-in-Office of the Council, Jacek Dominik, the Undersecretary of State at the Ministry of Finance, announced the initiation of the conciliation procedure for the Council and Parliament to work out their joint position on the EU draft budget.
On 27thOctober, the Justice and Home Affairs Council resolved to reject the amendments approved by the European Parliament. This results in the need to begin talks between the Council and the Parliament to work out a common position on the EU budget for 2012.
The official inauguration of the conciliation procedure at the so-called Conciliation Committee will take place on 8thNovember. Presiding over the meeting on behalf of the Parliament will be President of the European Parliament Jerzy Buzek i. As stipulated in the Treaty, the Conciliation Committee has three weeks to work out an understanding.
Should the negotiations end successfully, the Council and the Parliament will approve the EU budget for 2012 in late November or early December this year.
