Background
Making lifelong learning a reality is an overarching objective when it comes to making the knowledge society a reality. EU Member States have committed themselves to putting in place coherent and comprehensive national lifelong learning strategies. In their regular reports on the state of education reforms in European countries the Council and the Commission have noticed progress in the majority of Member States in developing lifelong learning policies.
However, while all EU countries now recognise that lifelong learning "from cradle to grave" is a key factor for growth, jobs and social inclusion, implementing and developing coherent and comprehensive strategies and policies remains a critical challenge. Efforts need to be stepped up at the national, regional and local levels in order to show real impact and direct benefit for individual learners, and to effectively contribute to the achievement of the Europe 2020 strategy for smart, sustainable and inclusive growth.
