Declaration by the High Representative on behalf of the European Union on the alignment of certain third countries with the Council Decision 2011/137/CFSP concerning restrictive measures in view of the situation in Libya, as amended by Council Decision 2011/156/CFSP
On 28 February 2011, the Council adopted Council Decision 2011/137/CFSP1. The Council Decision implements UNSCR 1970 (2011) which introduced restrictive measures against Libya and against persons and entities involved in serious human rights abuses against persons in Libya, including by being involved in attacks, in violation of international law, on civilian populations and facilities.
On 10 March 2011, the Council adopted Council Decision 2011/156/CFSP2. The Council Decision amends the list of persons and entities subject to restrictive measures as set out in Annex IV to Decision 2011/137/CFSP.
This declaration is made to announce that the following countries have declared that they share the objectives of Council Decision 2011/137/CFSP: The Candidate Countries Croatia*, the former Yugoslav Republic of Macedonia*, Montenegro* and Iceland+, the Countries of the Stabilisation and Association Process and potential candidates Albania, Serbia, and the EFTA countries Liechtenstein and Norway, members of the European Economic Area, as well as, the Republic of Moldova and Georgia.
They will ensure that their national policies conform to this Council Decision.
The European Union takes note of this commitment and welcomes it.
