Congress Observation Mission for the Elections of the President of the Republika Srpska (Bosnia and Herzegovina)
Strasbourg, 06.12.2007 - A delegation of the Congress of Local and Regional Authorities of the Council of Europe, headed by Owen Masters, will be deployed for the observation of the elections of the President of the Republika Srpska (Bosnia and Herzegovina) on Sunday 9 December.
The delegation will be split into two teams, one based in Banja Luka and the other in Sarajevo. In the days prior to the election, the delegation will meet regional stakeholders and representatives of the international community and will conduct reconnaissance visits to the polling stations they are due to observe. On Election Day, they will complete observation forms covering main indicators such as the opening and closing of polling stations and the overall voting and counting procedures.
The overall scope of the observation mission will be limited, but it is envisaged to contribute to the efforts of the international community to ensure transparent and fair elections.
The Congress delegation will communicate its preliminary findings to the media the day after the elections, indicating if the electoral process complied with international standards.
