  Authorisation by the college for the opening of negotiations for a new EU-Russia agreement and will approve negotiating directives.
• - 

  The new agreement should be a comprehensive text capable of promoting all aspects of EU-Russia relations for the future and should take account of developments in the EU and Russia since the old agreement was negotiated, including the four roadmaps of the common spaces.
• - 

  The existing Agreement does not expire when it reaches the end of its initial ten year period in November 2007. It is automatically extended, provided neither side gives notice of denunciation.
• - 

  The negotiating directives will subsequently be submitted to the Council.
