The Presidents of the Commission, of the Court of Auditors and the EIB, Romano PRODI, Juan Manuel FABRA VALLÉS and Philippe MAYSTADT signed on Monday 27 October 2003 a new tripartite Agreement governing the right of access of the Court of Auditors to information held by the EIB when managing Community revenue and expenditure. This is the renewal of the previous Agreement dating from 1999, several provisions of which were amended with a view to improving the access by the Court to the information necessary for the achievement of its mission.

The methods for controlling the operations carried out by the EIB, on behalf of the Communities, relating to the Community resources delegated to it are covered by a tripartite Agreement under Article 248,  3 of the EC treaty between the Court of Auditors, the EIB and the Commission. This Agreement also regulates the control methods for operations financed from the European Development Funds managed by the EIB.

The previous Agreement which dates back to 1999 ended in 2003. The Court of Auditors, the EIB and the Commission wished to renew this Agreement for a similar 4-year duration, while making some improvements revealed useful over the last years.

The changes made aim in substance at making more flexible the provision of information necessary to the Court of Auditors to carry out this mission.
