European accord on core competencies, standards and quality assurance in health promotion

Conference reports on new frameworks for health promotion in Europe.

GALWAY, IRELAND – Leading health promotion experts will gather in Galway, Ireland, on 20th June 2012 in a conference which will focus on taking forward the work of a European Project which aims to develop core competencies, professional standards and a pan-European accreditation framework for Health Promotion in Europe. The CompHP Project, funded by the European Commission, commenced in 2009 and will end in October 2012. The project engaged in consultation with Health Promotion practitioners, policymakers and education providers across Europe and beyond, and succeeded in building a consensus on the core competencies and professional standards needed for effective health promotion practice, as well as developing a framework for an accreditation system for health promotion practitioners and education and training courses. The participants at the conference will review the work of the Project to date and indicate their support for its implementation and wider dissemination in a ‘Statement of Intent’ which will be published at the end of the conference.

The conference will be chaired by Professor Margaret Barry, Director of the Health Promotion Research Centre, National University of Ireland Galway, who is the Project Leader. Key speakers will include Professor Michael Sparks, President of the International Union for Health Promotion and Education (IUHPE), Professor Sylvie Stachenko, Dean of the School of Public Health, Alberta Canada and Dr Roisin Rooney, Scientific Officer of the EAHC. Other participants include officers and members of the IUHPE European Regional Committee, EuroHealthNet, the project partners, as well as key stakeholders from the EU member States.

Professor Barry, presenting the conference, said that it is now widely recognised that a competent workforce with the necessary knowledge, skills and abilities in translating policy, theory and research into effective action is critical to the future growth and development of global health promotion. Within the pan-European context, health promotion goals are clearly identified in EU strategies but, until now, there has been no agreement on Europe-wide competencies, standards or accreditation systems to assure quality standards in reaching those goals. The work of the CompHP Project creates a new dimension in European health promotion by establishing the means and methods by which agreed core competencies and quality standards for Health Promotion can be implemented across Europe to stimulate innovation and best practice, thereby strengthening the capacity of health systems to deliver on improved population health.

In addition to IUHPE and EAHC, key organizations participating in the CompHP Conference are drawn from policy, practice and academic settings across Europe and include: EuroHealthNet, the Health Service Executive (Ireland), , NHS Health Scotland, the Royal Institute of Public Health (UK), the Netherlands Institute for Health Promotion, the National Institute of Public Health (Czech Republic), the French National Institute for Prevention and Health Education (INPES - France)  and leading health promotion academic organisations including: Universidad Rey Juan Carlos (Madrid, Spain), University of Extremadura (Spain), University  of Perugia (Italy), University of Cagliari (Italy), the University of Tartu (Estonia), the University of Louvain (Belgium), and the Eötvös Loránd University (Hungary).
