The €500bn permanent bailout fund, the ESM i, due to come into force around the beginning of July, should be used to recapitalise troubled European banks rather than using government money, French Finance Minister Pierre Moscovici said Sunday on LCI television. "Once this mechanism is in place, things will be clearer."
