Nieuw onderzoek naar mobiliteit in het onderwijs (en)

On 28 November 2011, the Council agreed on a new benchmark for learning mobility.

It refers to two areas, namely mobility in higher education and mobility in vocational education and training.

As for mobility in higher education, the Council set as a target that at least 20 % of higher education graduates in the EU should have had a period of higher education-related study or training (including work placements) abroad by 2020. This would represent a minimum of 15 higher education credits (ECTS) or a period lasting a minimum of three months.

When it comes to mobility in vocational education and training the benchmark is that more than 6 % of 18-34 year olds with an initial vocational education and training qualification should have had an initial study or training period abroad by 2020. This period should normally last at least two weeks.

In addition, there is a general indicator on youth mobility which makes it possible to record a learning experience abroad. It covers learning mobility, regardless of duration and level, within the formal education and training systems, as well as non formal learning mobility including youth exchanges or voluntary activities.

The benchmark and the indicator will result in greater reliability and comparability when it comes to measuring the various types of learning mobility which the EU promotes.

This new benchmark will complement five existing reference points on European performance which are adult participation in lifelong learning (where the target is set to 15% by 2020), tertiary level attainment (where the target is set to 40% by 2020), early school leaving (where the target is set to 10% by 2020), low achievers in basic skills (10%) and early childhood education (where the target is set to 95% by 2020). These were agreed under the strategic framework for European cooperation in education and training in 2008
