A methodological note on outcome indicators and targets has been prepared by a team of academics and experts as part of the ongoing reflection on the future cohesion policy. In the context of a growing demand for more results oriented policy, this paper calls for methodological clarity and recommends use of appropriate indicators that capture progress and well-being of citizens rather than financial inputs. The note proposes a revised simplified logic of monitoring and evaluation system after 2013 and gives practical examples of outcome indicators linked to the EU2020 objectives.
